Key deer and the FWS review

Monroe County says more than 85 percent of Key deer live on Big Pine and No Name, with others found out to mile marker 16. Monroe County State of the County 2023

The habitat plan that once covered both keys has expired. Since July 1, 2026, No Name properties inside the Species Focus Area Maps go to Fish and Wildlife for review, and the plan’s caps on species impacts still hold. Monroe County HCP transition notice Key Deer Assessment Guide, July 2026

  • Mangroves or beach berm in the way: both count as native habitat, so expect a vegetation survey.
  • A "may affect" finding: FWS coordination comes before the county issues the permit, and the county charges $825 to send it. Resolution 277-2025 fees

In 2024 the county asked for $85,000, as priority 6, to design and permit muck removal, backfill and an air curtain on canal 265. County 2024 Stewardship requests If your wall is on 265, ask about timing, since backfill changes the depth at your wall toe.

Roads

The road study put Dolphin Estates and Dolphin Harbor Amended, area 75 with 8,665 feet of road, in its 2035 adaptation group. That is ten years after the study’s first group, in 2025, which leaves time to set a cap height with the plan in view. County road study, Table 2 County road study final report

What could the work cost?

On No Name, budget time as well as money. A biologist’s vegetation survey, the $825 county fee if FWS review is needed and the $976 Notice to Proceed can all come before the first pile goes in. Ask bidders to quote a same-footprint repair first.
