Why is my seawall leaning?
A wall leans when what holds it gives way: a rusted tie rod, a deadman that has shifted, or ground lost at the toe. Find which one before you price a fix.
In the common Key Colony Beach wall, steel tie-back rods run from the wall to a deadman about 10 to 12 feet behind it. KCB Seawall Owner’s Manual The city’s manual lists tie-back rod failure and toe failure among the usual ways these walls fail. KCB Seawall Owner’s Manual
When should I call about a leaning seawall?
- The cap bows toward the water when you sight along it.
- A gap is opening between the cap and your patio or pool deck.
- Joints have stepped, with one section farther out than the next.
- A long crack runs parallel to the wall a few feet back in the yard.
- The lean appeared or grew after a storm.
How is a Keys seawall held up?
- Tie rods: steel rods from the wall to an anchor behind it. Key Colony Beach requires at least 5/8 inch, fully coated with bituminous coating. KCB Code 5-55
- Deadman: a buried concrete block or beam the rods pull against.
- Augered tiebacks: anchors drilled into the ground behind the wall. Marathon inspects them as their own stage. Marathon inspection list
- Cantilever walls: no rods; the depth of the wall in the ground holds it. Key West’s 2019 Conch Republic wall is a cantilever steel sheet pile. Key West ITB 19-017
- Batter and king piles: extra piles that brace the wall. The state exempts them when used only to stabilize a seawall without blocking navigation. Rule 62-330.051(12)
- Toe and footing: the bottom of the wall. Marathon’s seawall inspections start with footings. Marathon inspection list
What signs point to tieback or anchor failure?
| What you see | Likely cause | What to check |
|---|---|---|
Even lean along a long stretch | Rods rusted or deadman moved | Dig at one or two rods |
Lean in one spot | One failed rod or connection | Expose the rod at that spot |
Bottom of the wall kicking out | Toe support lost | Water depth and scour at the base |
Yard crack parallel to the wall | The deadman or the soil around it is moving | Locate the deadman line |
Lean plus sinkholes | Fill lost behind the wall |
What does an engineer check on a leaning seawall?
- Lean measured at several points against fixed marks.
- One or more tie rods dug out to check how much steel is left.
- Where the deadman is, and whether it moved.
- Voids behind the wall, found by probing.
- The toe, checked from the water at low tide.
- Old permits and drawings, to learn the original design.
Keys islands are limestone: Key Largo Limestone from Soldier Key to the Newfound Harbor Keys, and Miami Limestone in the lower Keys. USGS Keys geology USGS Keys geology Where firm rock sits behind or below a wall, ask whether a drilled rock anchor fits better than a new deadman.
Expect at least one test pit. Rods are buried, so no one can judge them from the yard. Engineering guidance treats each wall as a site-specific design. USACE EM 1110-2-1614
What are the repair options for a leaning seawall?
| Option | When it fits | Watch for |
|---|---|---|
New tie rods and deadman | Rods rusted through, wall panels still sound | Digging near the house, pool or slab |
Helical anchors | Soil behind the wall can hold a screw anchor | What soil the design assumes |
Drilled rock anchors | Firm rock behind or below the wall | Drilling access, grout and corrosion protection |
Batter or king piles in front | Room in the water without blocking navigation | The state exemption’s navigation condition Rule 62-330.051(12) |
Toe repair or riprap | Lean caused by lost toe support | |
Replace the wall | Damage along most of the wall |
Which Keys rules affect tieback and anchor work?
- Key Colony Beach: rods at least 5/8 inch with bituminous coating, and a rebuilt wall must cover the whole frontage at once. KCB Code 5-53 and 5-55
- Marathon: augered tiebacks are a separate inspection, and a permit voids without an approved inspection every 180 days. Marathon inspection list
- Unincorporated Monroe County: repairs keep the existing footprint as far as practicable. Monroe County code 118-12(k)(4)
- Army Corps: under the expired Keys permit SAJ-82, a new or replacement wall could sit no more than 18 inches waterward of the existing face. It remains the Corps’ recent benchmark. Army Corps permit SAJ-82

What does seawall tieback repair cost?
No public Keys bid prices tieback repair on its own. The closest public number is a full replacement: Key West’s 2017 Truman Annex wall, sheet pile with tie-backs, came to about $3,140 a foot including design. Key West RFP 004-17
- Number of rods or anchors, and their spacing.
- What sits over the anchor line: pool, slab, pavers or landscaping.
- Whether drilling equipment works from land or a barge.
- Engineering and permit fees.
Use the cost guide to compare quotes on the same scope.
What to ask before you sign for tieback repair
- Which part failed, and how did you confirm it?
- How many rods or anchors, at what spacing, and why?
- What corrosion protection will the new steel have?
- Will the wall be pulled back toward plumb, or held where it is?
- What will you restore after digging?
- Who designed the repair, and is the engineer licensed in Florida? FBPE license lookup
Leaning seawall questions
Can a leaning seawall be pushed back?
Sometimes a wall can be drawn back partway as new anchors are tensioned, but often the goal is to stop movement. Ask the engineer which the design aims for.
Can foam fix a leaning seawall?
No. Foam fills space; it does not replace the rods and deadman that hold the wall. Read the foam injection guide for what foam can do.
Do tie rods have a minimum size in the Keys?
In Key Colony Beach, yes: at least 5/8 inch, fully coated with bituminous coating. KCB Code 5-55 Elsewhere the engineer sizes them.
